Possible README Improvements

When following the readme, we get stuck at setting the HA locally due to missing details.

Based on information given in a meeting - I ran the "ruby bin/set_ha.sh pc" command to establish PC (trying to run the Agnostic build) as an HA, but still get an error. We should capture this whole process in the README for doing this.
